As previously announced, the State Troopers PBA is offering a $225,000 reward for information leading to the arrest and conviction of escaped convict Ralph Phillips, suspected of shooting and wounding Troopers Sean M. Brown and Donald Baker Jr., and of shooting Trooper Joseph Longobardo, who died three days after being shot.
We again thank all police and labor unions, businesses and individuals who pledged money toward this reward. A list of the contributing organizations can be found above, in PDF format.
The PBA has established guidelines for the disbursement of the reward, which are shown below.
Reward Guidelines:
1) A cash reward will be given for information leading to the arrest and conviction of Ralph Phillips, or when that information has resulted in a guilty plea by Mr. Phillips.
2) Of the reward money, $50,000 will be designated for individual(s) who provide information leading to the arrest and conviction of individual(s) who knowingly aids, abets or harbors Ralph Phillips in an effort to evade law enforcement apprehension.
3) In order to qualify for the reward, an individual(s) with information on Ralph Phillips, must supply that information directly to the New York State Police and be able to prove they are the individual(s) who supplied the information.
4) No Trooper, or members of the immediate families of a Trooper, or employees of any police department, may be eligible for the cash reward, unless deemed otherwise by the Board of Directors of the Police Benevolent Association of the New York State Troopers. In cases involving family members, friends, associates or anyone suspected in the harboring, aiding, abetting, etc. of Mr. Phillips, the validity to claim the reward will be in the sole discretion of the Board of Directors of the Police Benevolent Association of the New York State Troopers, Inc.
5) To be clear, in all situations including but not limited to those above, the determination as to the validity of a claim for the cash reward will be solely within the discretion of the Board of Directors of the Police Benevolent Association of the New York State Troopers, Inc. Reports and determinations from the New York State Police and other sources will be considered in the determination of a reward, but will not necessarily be binding on the Police Benevolent Association of the New York State Troopers, Inc.
6) The recipient of the cash reward will have the absolute right to total confidentiality of his or her identity.
